How to choose a qualified arborist in Parramatta

Five metres, not three

The threshold that matters on an ordinary Parramatta block is height, not trunk width, and it is five metres for any tree or palm of any species. Three metres is the figure for heritage items, conservation areas and Special Character Areas. Any quote that opens by telling you the tree is under the limit, without asking which of those your property sits in, has skipped the only question worth asking first.

Know which ticket you are hiring

Council is unusually direct here. It recommends an AQF Level 3 qualified arborist for pruning or removal work, and the development control plan goes further: a tree taken out under the imminent-risk clause must be supervised by an AQF Level 3 arborist under the SafeWork NSW Amenity Tree Industry code. Level 5 is the separate consulting tier, and it is Level 5 that council leans on when it wants an assessment before deciding.

Get the signatures sorted first

On shared land the paperwork stalls more jobs than the arboriculture does. All owners must sign; a tenant cannot give permission; and where three or more properties share the common property the tree stands on, the body corporate has to sign under its seal on letterhead. Start that before you book a crew, not after.

Do not expect leaf drop to win

Council publishes the arguments it does not usually accept, and they are the ones people most often lead with: leaf, fruit and bark drop, shading of solar panels or a washing line, bird droppings, possums reaching the roof, blocked views, or a belief the tree is too large. An arborist who builds your application around any of those is selling you a refusal.

Council will not pick one for you

City of Parramatta states plainly that it does not recommend tree contractors, and directs residents to Arboriculture Australia, the Tree Contractors Association of Australia, and the Institute of Australian Consulting Arboriculturists for consulting work. Being on a register is not the same as being insured, so ask separately for a current certificate of currency in the trading name printed on your quote. Arboriculture Australia registration carries a minimum of $5 million public liability.

Lopping is not a category council recognises

Tree lopping is the phrase people search; it is not the language the rules are written in. Parramatta's no-permit pruning exemptions only hold if the work is carried out in accordance with the SafeWork NSW Amenity Tree Industry code and the pruning standard, AS 4373. Topping a canopy back to stubs sits outside that, which means the exemption you thought you had may not be there at all.

There is one exception worth knowing before you book anything: the cocos or queen palm, Syagrus romanzoffianum, is listed on the exempt tree species table in the council's development control plan, alongside large and small leafed privet, African olive, the umbrella tree and tree of heaven. Root damage is one of the few arguments council treats as a real reason for removal, but only where the damage is serious and recurring and you bring evidence: a sewer diagram and a comprehensive report prepared by a licensed plumber, lodged with the application. Four species are handled differently again. Poplar, willow, camphor laurel and liquidambar may be pruned or removed without consent where the trunk sits within five metres of any sewer pipe, and the development control plan extends the same treatment to a trunk within five metres of the outside enclosing wall of a legally constructed building, or of the coping of an in-ground swimming pool. Ownership is the catch. That exemption does not apply to a tree on adjoining land, and the tree and the building have to be on the same property for it to work at all, so a neighbour's liquidambar is not yours to cut.
What will council refuse, and can I appeal it? +
Council starts from retaining the tree, and it publishes the arguments that do not usually succeed. Leaf, fruit, bark and twig drop will not carry an application. Neither will shading of solar panels or a washing line, bird droppings, possums using the tree to reach the roof, a wish to improve a view, a belief that the tree is simply too large, or lifting of paths and driveways where there is a workable alternative that keeps the tree. What does get considered is poor health, condition or structure, a likelihood of failure where remedial action is not practical, substantial structural damage to a dwelling or retaining wall, and pruning for building or overhead wire clearance. If the determination goes against you, you have three months from the date you receive it to appeal to the Land and Environment Court.
